Captain America: The Winter Soldier

The most consequential film of Phase Two. Rogers discovers that HYDRA never died — Arnim Zola's postwar recruitment programme grew inside S.H.I.E.L.D. for seventy years. S.H.I.E.L.D.'s Project Insight, three helicarriers with algorithmic targeting, was built to pre-emptively kill millions of people HYDRA considered future threats.

Rogers, Romanoff, and Sam Wilson (Falcon) destroy the helicarriers and dump every S.H.I.E.L.D. and HYDRA file onto the public internet. S.H.I.E.L.D. ceases to exist. Fury goes underground.

The enforcer sent to stop them is the Winter Soldier — Bucky Barnes, alive, kept in cryogenic storage between missions and repeatedly mind-wiped for seventy years. He half-recognises Rogers, pulls him from the river, and disappears.

Why dump the files publicly rather than clean house? Because HYDRA isn't a faction inside S.H.I.E.L.D. — it is S.H.I.E.L.D., woven through every level over seventy years. There is no clean way to separate them, no uncompromised authority to report to, and no time.

Natasha's reasoning is that exposing HYDRA means exposing S.H.I.E.L.D., because they're the same organism — and that means burning every cover identity and operation she has ever run. She does it in front of a Senate committee anyway.

The cost is that every intelligence agency on Earth now holds S.H.I.E.L.D.'s files, which is a large part of why the world is so hostile to enhanced people by Civil War.

Why this film matters structurally: with no S.H.I.E.L.D., there is no oversight body, no institutional glue, and no adults in the room. Every subsequent crisis — Ultron, the Sokovia Accords, Ross's presidency — flows from the vacuum this film creates.
